What is Fleettalk?

Fleettalk began in the early 2000s when a group of land mobile radio dealers across the United States partnered to build a large, multi-state system using the newly developed NXDN (Next Generation Digital Network) protocol. Over time, the network expanded to support 12 dealers across 7 states.

What is Fleettalk by Rock?

Fleettalk by Rock is the portion of the system that covers South Carolina and parts of North Carolina. Known as System 219, it consists of more than 130 sites and nearly 1,000 channels, making it the largest NXDN Type-C trunking network in the world.

Where does it work?

The Fleettalk by Rock network provides mobile coverage to more than 99% of South Carolina, with strong portable coverage in many major metro areas including Columbia, Charleston, and Greenville, and extending into Charlotte, North Carolina.

What makes Fleettalk by Rock different?

Fleettalk by Rock is locally owned and operated. Our team includes people who have spent their careers in public safety and engineering. Together they bring more than 250 years of real-world experience, with over 200 of those years spent directly in public service. That kind of background is why the Fleettalk network performs the way it does when it matters most.
 

The performance speaks for itself. During Hurricane Helene in 2024, Fleettalk was recognized as the most reliable communications network in South Carolina. That level of reliability comes from the way the system is built. Fleettalk does not rely on traditional land-based interconnects. It operates on a statewide microwave network with both microwave and land-based redundant paths, and its decentralized architecture removes any single point of failure. There is no core, no need for site-trunking, and no scenario where one failed failure can take the system down.

Is Fleettalk by Rock P25?

No. Fleettalk uses NXDN, not P25, though the two have a lot in common. Both use the AMBE vocoder for high-quality audio, and both are open standards that allow multiple manufacturers to develop equipment.
 

The real difference is the platform. South Carolina’s statewide system, Palmetto 800, is an 800 MHz P25 network owned and operated by Motorola Solutions. Fleettalk by Rock, by comparison, is a statewide 450 MHz NXDN network. The lower frequency provides better in-building performance and wider coverage per site, which is a major reason Fleettalk by Rock delivers such consistent service across South Carolina.

Is Fleettalk by Rock interoperable?

Yes. Many agencies across South Carolina rely on Fleettalk by Rock as their primary system. Neighboring agencies often have the ability to access Fleettalk as well, giving them seamless communication with Fleettalk users. Agencies that are not on Fleettalk still have access to the nationwide interoperability channels, which allows direct, system-agnostic communication whenever it’s needed.

Is Fleettalk by Rock public safety grade?

Absolutely. While there is no official “public safety grade” standard in North America, Fleettalk delivers on the expectations that matter. The network is monitored around the clock from local, state-of-the-art Network Operations Centers. Generator status, RF performance, microwave links, and site telemetry are monitored by real technicians here in South Carolina. Reliability is defined by how the system performs in the field, not by marketing terms.

Does Fleettalk work with consoles?

Yes. Fleettalk is proud to be the premier Mindshare by CSS partner, with more than 100 console positions deployed and connected by wireline into the network. Rock Communications also has extensive experience integrating 800 MHz P25, air band, analog, and PoC radio technologies into customer console environments. Over the years we have developed a proven approach that combines the right software, network architecture, and reliable backhaul to support mission-critical operations.

What radios work on Fleettalk?

Most Fleettalk users standardize on the Kenwood NX-5800 mobile and NX-5300 portable radios. These units are durable, proven in the field, and do not require constant flash upgrades or hardware refreshes. The Fleettalk network was designed from the beginning for long-term stability, and it has operated for more than a decade without needing major system overhauls.
